CITY COUNCIL MEETING
September 20, 1999
PRESENT:

Mayor Falk called the meeting to order at 8:00 p.m.
Mayor Falk introduced Boy Scouts Nicholas Sturtzel and Jason Ohlemacher of Troop 30 from The Temple on Lime Kiln and Brownsboro Road. Both boys are working on badges for Citizenship In The Community and for Communications
APPROVAL OF MINUTES:
Council Member Burse moved approval of the minutes of the regular City Council
Meeting of August 16, 1999; Council Member Simon seconded; passed unanimously.
COMMENTS FROM CITIZENS
Joe Dunn from the Harrods Landing Yacht Club and Marina said previous Minutes
incorrectly stated there was a $100.00 pump out fee for each boat per month
payable to him. Mayor Falk said the Minutes reflected comments made at the
meeting and noted Mr. Dunn was at one of the meetings when such comment
was made. Mr. Dunn said he did not hear the comment. The Mayor said his
remarks tonight would be included in the Minutes. Council Member Zimmerman
complimented Mr. Dunn for all his efforts and concerns and hard work in
bringing about the changes made for cleaning up the water in the marina.
POLICE REPORT
Police Chief Day presented the monthly police report. Chief Day reported
on the National City Bank robbery on Sept. 14. At the time of the robbery,
Chief Day was holding an officers meeting at City Hall. Consequently, all
nine officers responded to the robbery with a response time of 45 seconds.
The FBI and Jefferson County Police on the scene complimented Prospect's
police officers for professionalism in securing the crime scene and interviewing
witnesses, which provided crucial information that led to the final arrest.
COMMENTS FROM CITIZENS
The Hon. Mason L. Trenaman, Judge, Jefferson County Family Court -introduced
himself to the Council and residents. Judge Trenaman spoke briefly providing
information about the positive effects of Family Court. Family Court handles
divorce, domestic violence, abuse, teen rebellion, adoption, foster care
and other aspects of family dysfunction. The Family Court emphasizes a “One
Family - One Judge” thus keeping all issues in the same court and working
with the family for resolution of problems.
UNFINISHED BUSINESS
Council Member Milliman moved adoption of RESOLUTION NO. 3, SERIES 1999:
A RESOLUTION OF THE CITY OF PROSPECT, KENTUCKY APPROVING A TRANSFER OF CONTROL
OF INTERMEDIA PARTNERS OF KENTUCKY, L.P. FROM INTERMEDIA CAPITAL MANAGEMENT
VI, LLC TO INSIGHT COMMUNICATIONS COMPANY, L.P. Council Member Zimmerman
seconded; passed unanimously on roll call vote 6-0.
NEW BUSINESS
Mayor Falk presented a memorandum requesting additional appropriations for
replacement of City-owned plants damaged in the drought, not to exceed $25,000.
The Mayor said additional expenditures may be necessary, but this appropriation
will allow the City of get “ahead of the curve” in replacements which
may be needed. The City is also seeking to determine whether it is eligible
for federal disaster funding. Council Member Simon moved to approve the
appropriation; Council Member Smith seconded; passed unanimously.
Mayor Falk also presented a memorandum requesting an additional appropriation not to exceed $5,000 to cover the additional costs of the City Hall computer network, new Office 2000 software and minimal other software. Council Member Burse moved to approve the appropriation, Council Member Simon seconded; passed unanimously.
ADJOURNMENT
Council Member Milliman moved adjournment; Council Member Milliman seconded;
passed unanimously. Mayor Falk declared the meeting adjourned at 8:45 p.m.
