CITY COUNCIL MEETING

PRESENT:
Mayor Joe Kehlbeck; Council Members Lee Zimmerman, Sandra Leonard, Alan Simon, Todd Eberle, Harold Smith, Sandy Tucci; Attorney Frank Chuppe, City Administrator Ann Simms; Police Chief Marvin Wilson; Recording Secretary Ann Melton; Court Reporter Bruce Handy.
Mayor Kehlbeck called the meeting to order at 7:30 p.m.
APPROVAL OF MINUTES:
Council Member Smith moved approval of the minutes of the regular City Council Meeting of September 18 2006; Council Member Zimmerman seconded; passed unanimously.
COMMENTS FROM CITIZENS:
Marilyn Werenskjold who lives at 6909 Wolfe Pen Branch Road (which is formerly known as the Allison-Barrickman House) presented the Council with a detailed historical background they had compiled concerning the Allison-Barrickman House (which is 100 years old), the land and Cemetery along with several pictures. Their home is listed on the National Register. Mayor Kehlbeck thanked Mrs. Werenskjold for all her effort and hard work in putting this very interesting information together and sharing it with the Council and those in attendance.
Mr. Ed Rademaker of Hunting Creek expressed his concerns to the Council regarding any action the Prospect Green 2010 Committee has taken which is part of the Harrods Creek Corridor. He asked the Council to please make any resident who lives' in his neighborhood aware of any decision pending by the Prospect Green 2010 Committee. Mayor Kehlbeck informed Mr. Rademaker no decision had been made regarding the Harrods Creek Corridor. The Prospect Green 2010 Committee has been working on the Putney Pond Purchase. Mayor Kehlbeck assured Mr. Rademaker that if any decision concerning Harrods Creek Corridor was to come up, the City will be made aware of it by Emails and City Newsletter. Mayor Kehlbeck said he would be sure the residents were contacted.
Mr. Guy Amstutz of Commonwealth Sign Company presented the Council with a request to allow Waterworks Car Wash to use a sign they had made up which is not in compliance with the City of Prospect Sign Ordinance. A discussion followed and no variance would be approved on Waterworks sign request.
POLICE REPORT:
Chief Wilson presented the Police Report. He told the Council the Self-Defense Class for Women was a huge success with 25 residents participating in the program. He received numerous letters and phone calls from the residents who participated in the class saying how much they learned from Officer Loeser and Officer Timmons. They had fun and received valuable information that they believe will protect them and give them an opportunity to escape from the individual.
UNFINISHED BUSINESS:
SECOND READING OF ORDINANCE 473, SERIES 2006: AN ORDINANCE AMENDING SECTION 96.01 OF THE CODE OF ORDINANCES OF THE CITY OF PROSPECT RELATING TO SATELLITE DISHES was read for the second time and passed on a 6-0 vote.
NEW BUSINESS:
FIRST READING OF ORDINANCE 474, SERIES 2006: AN ORDINANCE AMENDING THE BUDGET FOR THE GENERAL FUND OF THE CITY OF PROSPECT FOR THE FISCAL YEAR BEGINNING JULY 1, 2005 AND ENDING JUNE 30, 2006 SO AS TO REFLECT THE RESULTS OF THE CITY'S ANNUAL INDEPENDENT AUDIT.
Council Member Lee Zimmerman read a letter to the Council that he had received from Chief Chris Aponte of the Harrods Creek Fire Department regarding the amount of time it takes EMS to respond to an emergency call in the City and surrounding areas. Chief Aponte is working to bring advanced life support engine companies to the Harrods Creek Fire Department. Chief Aponte told Council Zimmerman he is asking for support to help fund an expensive piece of equipment which would be a potential life saver. Mayor Kehlbeck suggested he would meet with Chief Aponte and discuss the situation with him, and some other information he had received from other Cities regarding the same problems.

Council Member Simon moved adjournment; Council Member Eberle seconded; passed unanimously.
Mayor Kehlbeck declared the meeting adjourned at 8:40 PM.
