CITY COUNCIL MEETING

PRESENT:
Mayor Joe Kehlbeck; Council Members Lee Zimmerman, Sandra Leonard, Alan Simon, Todd Eberle, Sandy Tucci; Attorney Grover Potts, City Administrator Ann Simms; Chief Marvin Wilson; Recording Secretary Ann Melton; Court Reporter Bruce Handy.
Mayor Kehlbeck called the meeting to order at 7:30 p.m.
APPROVAL OF MINUTES:
Council Member Zimmerman moved approval of the minutes of the regular City Council Meeting of October 16, 2006; Council Member Simon seconded; passed unanimously.
COMMENTS FROM CITIZENS:
None
POLICE REPORT:
Chief Wilson presented the Police Report. There were no questions. The Chief advised the Council that he thought the Election Day Traffic Detail went quite well. He received several phone calls and emails from residents commending the work of the officers. The Chief said he thought it was beneficial to open up the Latin School for additional voter parking and that they had approximately 100 vehicles use that lot. Council Member Eberle commended the Chief and the department for an excellent job in handling traffic that day. Chief Wilson also briefed the Council on follow-up work regarding the two burglaries that occurred in September. Officers, working with Oldham County Police and southern Indiana officers have identified three suspects. During the next day or two, our officers will transport our victims to the Oldham County Police Department to view property that was recovered at the home of one of the suspects. The Chief believes some of their property is among the items recovered.
UNFINISHED BUSINESS:
SECOND READING OF ORDINANCE 474, SERIES 2006: AN ORDINANCE AMENDING THE BUDGET FOR THE GENERAL FUND OF THE CITY OF PROSPECT FOR THE FISCAL YEAR BEGINNING JULY 1, 2005 AND ENDING JUNE 30, 2006 SO AS TO REFLECT THE RESULTS OF THE CITY'S ANNUAL INDEPENDENT AUDIT. Passed on a 5-0 roll call vote.
NEW BUSINESS:
Chief Wilson commented on a Resolution before the Council for the City to adopt and utilize the National Incident Management System (NIMS). President Bush, in Homeland Security Presidential Directive (HSPD)-5, directed the Secretary of the Department of Homeland Security to develop and administer a system which would provide a consistent nationwide approach for Federal, State, Local and tribal governments to work together to prevent, prepare for, respond to, and recover from domestic incidents, regardless of cause, size, or complexity. NIMS is currently the State standard for incident management and is a requirement for local jurisdictions that have or plan to accept federal funds. The Police Department recently received $30,475 in federal funds to purchase computers for police cars.
RESOLUTION NO. 2, SERIES 2006; A RESOLUTION OF THE CITY OF PROSPECT, KENTUCKY, ADOPTING FOR USE THE NATIONAL INCIDENT MANAGEMENT SYSTEM. Council Member Eberle moved to adopt this Resolution; Council Member Zimmerman seconded; passed unanimously on a roll call vote.
EXECUTIVE SESSION:
At City Attorney Grover Pott's request, Council Member Simon moved the Council go into executive session to discuss pending legal matters: Council Member Eberle seconded; passed unanimously.
The Council went into Executive Session at 9:45 p.m.
ADJOURNMENT:
Council Member Tucci moved adjournment; Council Member Simon seconded; passed unanimously. No action was taken.
Mayor Kehlbeck declared the meeting adjourned at 10:30 p.m.
