CITY COUNCIL MEETING
May 15, 2006

PRESENT:
Mayor Lonnie Falk; Council Members Nan Milliman, Alan Simon, Todd Eberle, Lee Zimmerman, Harold Smith, Sandy Tucci; Attorney Grover Potts, City Administrator Ann Simms; Chief Marvin Wilson; Recording Secretary Ann Melton; Court Reporter Bruce Handy.
Mayor Falk called the meeting to order at 7:30 p.m.
APPROVAL OF MINUTES:
Council Member Smith moved approval of the minutes of the regular City Council Meeting of April 17, 2006; Council Member Simon seconded; passed unanimously.
SPECIAL ORDER:
Mayor Falk presented his fiscal year 2006-2007 Budget Message with a multi-media show, including charts and graphs of the City's projected income and expenses. The Mayor proposed the City will spend $2,477,840 during the upcoming year highlighting new spending for paving Windham Parkway and most of the Cul-de-sac's, plus additional cost of gasoline for Police and fuel surcharge for sanitation services. The City checked into the price of a Street Sweeper Machine and found one runs around $32,000. We have the streets cleaned four (4) times a year. The budget contemplates no additional taxes for residents.
Mayor Falk announced Council Member Eberle and Council Member Tucci agreed to serve on the Budget Committee to review the budget ordinances and worksheets and report back to Council at its next meeting.
Mayor Falk opened FIRST PUBLIC HEARING: USE OF MONEY RECEIVED BY PROSPECT FROM LOCAL GOVERNMENT ECONOMIC ASSISTANCE (COAL AND MINERAL TAX) FUND (Approximately $135 Fiscal Year 2006-2007). The Mayor stated the funds will be rolled into the general government fund. No one testified at the public hearing and the Mayor closed the hearing.
Mayor Falk opened FIRST PUBLIC HEARING: USE OF MONEY RECEIVED BY PROSPECT FROM STATE MUNICIPAL ROAD AID FUND (Approximately $68,400 FISCAL YEAR 2006-2007). The Mayor stated the funds will be used for road repair, repair of street signs, and snow removal. No one testified at the public hearing and the Mayor closed the hearing.
Mayor Falk opened FIRST PUBLIC HEARING: SETTING THE AD VALORUM TAX RATE FOR THE CITY OF PROSPECT AT 21.25 CENTS PER $100 ASSESSED VALUATION: The Mayor stated the tax rate would remain the same as last year, pointing out taxes have been reduced twice since he has been in office. No one testified at the public hearing and the Mayor closed the hearing.
COMMENTS FROM CITIZENS:
Fred Cowan introduced himself to the Council as a candidate running for Circuit Judge in November election.
POLICE REPORT:
Chief Marvin Wilson presented the Police Report. There were no questions. Chief Wilson advised the Council he was passing out a flyer that this Saturday, May 20, the Prospect Police Department and Sutherland Block Watch are sponsoring a Bike Safety Program. Lt Wine and Officer Proffitt will teach the kids about the importance of wearing helmets and additional Bike Safety features. The Police Department invited any members of the Council that could, stop by on Saturday.
A motion was introduced by Council Member Lee Zimmerman and amended to say: A COMMITTEE OF (3) THREE COUNCIL MEMBERS TO STUDY AND RECOMMEND THE COMPLETE PACKAGE FOR FUTURE MAYOR AND CITY COUNCIL MEMBERS; Passed unanimously.
NEW BUSINESS:
FIRST READING, ORDINANCE NO. 466, SERIES 2006: AN ORDINANCE LEVYING AN AD VALOREM TAX RATE FOR THE CITY OF PROSPECT FOR THE FISCAL YEAR 2006-2007.
FIRST READING, ORDINANCE NO. 467, SERIES 2006: AN ORDINANCE ESTABLISHING A BUDGET FOR THE GENERAL FUND OF THE CITY OF PROSPECT FOR THE FISCAL YEAR BEGINNING JULY1, 2006 AND ENDING JUNE 30, 2007.
FIRST READING, ORDINANCE 468, SERIES 2006: AN ORDINANCE ESTABLISHING A BUDGET FOR THE MUNICIPAL ROAD AID FUND OF THE CITY OF PROSPECT FOR THE FISCAL YEAR BEGINNING JULY 1, 2006 AND ENDING JUNE 30, 2007.
EXECUTIVE SESSION:
At the Mayor's request, Council Member Milliman moved the Council go into executive session to discuss land acquisition; Council Member Zimmerman seconded; passed unanimously.
The Council went into Executive Session at 8:20 p.m.
ADJOURNMENT:
Following the Executive Session the Mayor announced for the record that the Council discussed land acquisition.
Council Member Milliman moved adjournment; Council Member Zimmerman seconded; passed unanimously.
Mayor Falk declared the meeting adjourned at 9:15 p.m.
