CITY COUNCIL MEETING
January 8, 2007

PRESENT:
Mayor Todd Eberle; Council Members Loretta Ertel, Sandra Leonard, Stuart Miles, Alan Simon, Sandy Tucci and Lee Zimmerman; City Attorney Grover Potts, City Administrator Ann Simms; Recording Secretary Ann Melton; Court Reporter Bruce Handy.
Mayor Eberle called the meeting to order at 7:30 p.m. Mayor Erbele thanked Prospect Resident, Judge Tom McDonald, III, for handling the January 1 st swearing in, and the 35 or more people who attended that ceremony on New Year's Day. He noted that he had been settling into a routine over the past week, and things have gone smoothly, thanks to Ann Simms and the staff at City Hall, in addition to the helpful cooperation former Mayor Kehlbeck had provided.
APPROVAL OF MINUTES:
Council Member Simon moved approval of the minutes of the regular City Council Meeting of December 11, 2006; Council Member Ertel seconded: passed unanimously.
COMMENTS FROM CITIZENS:
Mr. Joe Kehlbeck informed the Council he was in attendance to present Todd Eberle with a plaque, acknowledging Todd's contributions to the Council and the City of Prospect. Former Mayor Kehlbeck congratulated Todd and thanked him for all of the hard work he put in while on the City Council.
POLICE REPORT:
Chief Wilson presented the police report and provided the Council with an update regarding the methamphetamine laboratory incident that occurred the previous week. Prospect police officers received a call concerning a domestic dispute and while at the residence noticed various chemicals in the home that are used in the manufacture of methamphetamine. Officers then were able to obtain a search warrant and to contact Louisville Metro Narcotics detectives for assistance. Louisville Metro Police Department along with the Drug Enforcement Administration are the only agencies in the area with specific qualifications to be equipped and trained to enter and cleanup methamphetamine Labs. The suspect was arrested by Prospect officers and evidence was confiscated. Council Member Zimmerman commented that it appears the officers have done an excellent job.
NEW BUSINESS:
Council Member Stuart Miles presented the Council with concerns from a resident regarding invisible dog fences and sign's advising people that they exist on property. While the resident was walking her dog; she observed a dog running toward her and her dog as if it was going to attack. She had no way of knowing if the owner of the dog had an invisible fence or not, because the premises did not appear to have a sign indicating such a fence. As a result she became upset. In checking with Prospect's ordinance, invisible fences are allowed, but no mention is made about a sign being required. Louisville Metro has an ordinance stating that, "Such property must be clearly marked with a sign prescribed by Metro Animal Service, posted next to the driveway or entry to the property." Council Member Miles asked the Council if they would consider including the sign requirement in Prospect's sign ordinance. After a brief discussion, a motion was made by Council Member Sandra Leonard asking that Mayor Eberle appoint a committee to look into the matter and make recommendations back to the Council. Council Member Miles seconded the motion and it passed unanimously.

Council Member Ertel moved adjournment; Council Member Tucci seconded; passed unanimously.
