Mayor Falk called the meeting to order at 7:30 p.m.
APPROVAL
OF MINUTES:
Council Member Smith moved approval of the minutes of the regular City
Council Meeting of December 8, 1997; Council Member Simon seconded; passed
unanimously.
Mayor Falk presented the 1998 Beach Craigmyle Award to Ann R. Simms, City Administrator, thanking her for her years serving as Council Member and City Administrator. Mayor Falk also stated that this was the first time anyone had ever won the award twice.
COMMENTS
FROM CITIZENS
Mayor Falk welcomed Major Chris Aponte from the Harrods Creek Fire Department
and as a resident of Prospect.
Paul Arena was informed that the back entrance wall sign has been ordered and should be done in about six weeks. He also asked if the City would install plaques for the entrance to the Meadows similar to the Estates of Hunting Creek. Mayor Falk explained that the Homeowners Association had done that at some expense and that the City could not allocate money for that. Street signs have been installed for the Meadows.

REPORT
Mayor Falk presented the financial report for December 1997.
POLICE
REPORT
Due to the absence of Chief Nugent, there was no formal police report
given, however Mayor Falk presented the written report and statistics for
the previous month. Council Member Burse noted the decrease in citations and
warnings in the report and said while he is not in favor of giving tickets
per se, he is concerned that the figures indicate a lack of activity
by the police rather than a reduction in traffic law violators.

BUSINESS
Council Member Smith gave FIRST READING, ORDINANCE NO. 352, SERIES 1998:
AN ORDINANCE AMENDING CITY OF PROSPECT ORDINANCE NO. 345 SERIES 1997 ESTABLISHING
THE CODE ENFORCEMENT BOARD TO PROVIDE FOR DISCOUNTED PENALTIES AND FOR MULTIPLE
PENALTIES IN THE CASE OF A CONTINUING VIOLATION. Amendment also included the
discounted civil fine shall be the minimum fine stated in the Ordinance less
25 percent.
Council Member Zimmerman introduced MUNICIPAL ORDER NO. 1, SERIES 1998: AN ORDER CHANGING THE MEETING DATE FOR THE MONTH OF SEPTEMBER 1998 DUE TO ROSH HASHANAN. The September meeting will be held on September 14, 1998 instead of the September 21, 1998. Passed unanimously.
EXECUTIVE
SESSION
Council Member Smith moved the Council to meet in Executive Session for
the purpose of discussing possible litigation and personnel; Council Member
Simon seconded. The Council met in Executive Session from 7:45p.m. to 9 p.m.
Mayor Falk announced that the Council had met in Executive Session for the purpose of litigation and personnel.
Council Member Burse moved that the City accept Ann R. Simms resignation as City Clerk and appoint Phyllis A. O’Donnell as new City Clerk. Ann Simms was City Administrator/City Clerk and will remain City Administrator. Seconded by Council Member Smith; passed unanimously.
Council Member Burse moved that the City establish a new sergeant position in the Police Department and that position is to be filled by a selection made by Mayor Falk. Council Member Smith seconded; passed unanimously.

Council Member Simon moved adjournment; Council Member Tucci seconded;
passed unanimously. Mayor Falk declared the meeting adjourned at 9:06 p.m.
