OF PROSPECT
JANUARY 13, 1997
PRESENT:
Mayor
Lonnie Falk; Council Members Sandra Tucci, Alan Simon, Nan Milliman, Harold
Smith, Lee Zimmerman; City Attorney John Evans, Police Chief Lewis Nugent;
City Administrator Ann Simms; Recording Secretary Phyllis O’Donnell.
Absent: Council Member Raymond Burse.
Mayor Falk called the meeting to order at 7:30 p.m.
Mayor Falk congratulated and welcomed back all council members who were re-elected for another two year term, and welcomed Sandra Tucci who was newly elected in November.
APPROVAL
OF MINUTES
Council Member Simon moved approval of minutes of the regular City Council
Meeting of December 9, 1996; Council Member Smith seconded; passed unanimously.
Council Member Simon moved approval of minutes of the Special City Council Meeting of January 1, 1997; Council Member Smith seconded; passed unanimously.

REPORT
OF CITY AUDITOR
Steve Pennington of Richardson, Pennington & Skinner, PSC presented
the City of Prospect Audit for 1995-96. Mr. Pennington briefly went through
the audit pointing out highlights. He stated that the City was in good financial
condition. He also said that this year’s audit went very smoothly and found
that the accounting system was in better shape this year. Karen Basham, the
accountant that actually did the on-site work for the audit, found this year
that everything was more organized. In response to a question from Council
Member Zimmerman, Pennington said it appears the City’s new system of using
outside contractors is working well.
City Attorney John Evans pointed out a minor change he recommended making to an accompanying note to the Audit relating to the status of litigation. Mr. Pennington said he would make the change. Council Member Smith moved that the City accept the audit with the change as noted; Council Member Milliman seconded. Passed unanimously.
PRESENTATION
OF BEACH CRAIGMYLE AWARD
Mayor Falk presented the 1997 Beach Craigmyle award to Council Member
Alan Simon, thanking him for his many years of dedicated service to the City.
Simon spends countless hours planning and organizing the City’s 4th of July
Celebration, he is Assistant Director and Public Relations person for the
Prospect Arts and Craft Fair, a member of the North Oldham Lions Club, on
the Board of Directors for the William Belknap Community Center, a former
President of COPPA and a former member of the Community Leadership Alliance.
Mayor Falk also thanked his family for their support of Alan’s activities.
Mr. Simon proudly accepted the award and thanked the Council, the residents
of Prospect and especially his family who were present to share in the presentation.
FINANCIAL
REPORT
Mayor Falk presented the financial report. There was no discussion.
POLICE
REPORT
Chief Nugent presented the monthly police report, with no outstanding
events. Chief Nugent said he was holding a meeting with all of the officers
on Tuesday that would benefit the officers and the residents in working toward
a more community oriented police department. Chief Nugent is also attending
various meetings throughout the City, including clubs and homeowners’ associations,
to answer any questions and to gather information to help his officers perform
their duties.

Mayor Falk introduced Steve Chaplin to the Council. Steve will now be covering Prospect’s Council Meetings for the Courier- Journal. Mayor Falk also welcomed Gayle Pressman. Gayle used to cover our meetings a few years ago for the Courier-Journal and was just visiting tonight.
EXECUTIVE
SESSION
Council Member Simon moved the
Council meet in Executive Session to discuss personnel; Council Member Smith
seconded; passed unanimously. The Council met in Executive Session from 8:00
p.m. to 9:30 p.m.
ADDITIONAL
BUSINESS
Following the Executive Session, Council Member Simon moved the Council
fund a position of Lieutenant for the Police Department and that the Mayor
be authorized to appoint the person to fill this position; Council Member
Smith seconded; passed unanimously.
Mayor Falk wished Council Member Harold Smith a Happy Birthday. Harold is 81 years young. The meeting ended with a rousing chorus of “Happy Birthday To You.”
ADJOURNMENT
Council Member Simon moved adjournment; Council Member Tucci seconded; passed
unanimously. Mayor Falk declared the meeting adjourned at 9:35 p.m.
