CITY OF PROSPECT
CITY COUNCIL MEETING
March 17, 1997

PRESENT:
Mayor Lonnie Falk; Council Members Lee Zimmerman, Harold Smith, Raymond Burse, Nan Milliman, Alan Simon and Sandra Tucci; City Attorney John Evans, Police Chief Lewis Nugent; City Administrator Ann Simms; Recording Secretary Phyllis O’Donnell

Mayor Falk called the meeting to order at 7:30 p.m.
 

APPROVAL OF MINUTES:
Council Member Smith moved approval of minutes of the regular City Council Meeting of February 18, 1997; Council Member Burse seconded; passed unanimously.

COMMENTS FROM RESIDENTS:
Karen High and Lisa Hite from the Louisville and Jefferson County Planning Commission spoke briefly concerning Cornerstone 2020, the new County Comprehensive Plan. Jasper Ward, a member of the Cornerstone 2020 Committee, also spoke. Discussion included concerns about zoning and the uniform set of design criteria for whole area. Ms. Hite and Ms. High both said the goal for the comprehensive plan is to give guidelines and tools for the City to consider whether changes are appropriate for area.

FINANCIAL REPORT:
Mayor Falk presented the financial report for February 1997. There was no discussion.

POLICE REPORT:
Chief Nugent reported a very busy time patrolling the City with all the rain and floods. In particular, a major concern was keeping U.S. 42 open and Chief Nugent worked with Chief Heydt of the Harrods Creek Fire Department in monitoring the water level at the Harrods Creek Bridge over U.S. 42 and helped with the sand bags. Chief Nugent and his officers reported flood activities to City Hall so residents could be informed when they called. Chief Nugent reported a new problem is the arrival of turkey vultures in the City. In order to disperse these birds, a noisemaking pyrotechnic device will be used over a few-day period. Mayor Falk said the good news was that the flood in Little Harrods Creek had washed out the beaver dams, but the bad news was that, unfortunately, several beavers were killed in the process.

NEW BUSINESS:
Council Member Milliman gave first reading to ORDINANCE NO. 336, SERIES 1997: AN ORDINANCE PROHIBITING TARGETED PICKETING IN RESIDENTIAL AREAS OF THE CITY OF PROSPECT.

EXECUTIVE SESSION:
Council Member Simon moved the Council meet in Executive Session to discuss personnel; Council Member Zimmerman seconded; passed unanimously. The Council met in Executive Session from 8:25 p.m. to 9:10 p.m.

Council Member Simon announced the City and Jewish Hospital will be holding a Health Fair at the Harrods Creek Fire Department on April 19 from 10 a.m. to 2 p.m. [NOTE: Since the meeting the date has been changed to May 17.]Residents will be able to have free screening tests for diabetes, glaucoma, cholesterol, body fat, blood pressure and skin cancer. There will be a helicopter, a clown and other added attractions. Simon then requested the City expend not more than $500 for the project; Council Member Burse moved approval; Council member Milliman seconded. The motion was approved.

Council Member Zimmerman moved adjournment; Council Member Simon seconded; passed unanimously. Mayor Falk declared the meeting adjourned at 9:14 p.m.
