CITY COUNCIL MEETING
December 11, 2006

PRESENT:
Mayor Joe Kehlbeck; Council Members Sandra Leonard, Harold Smith, Alan Simon, Lee Zimmerman, Todd Eberle and Sandy Tucci; City Attorney Grover Potts, City Administrator Ann Simms; Recording Secretary Ann Melton; Court Reporter Bruce Handy.
Mayor Kehlbeck called the meeting to order at 7:30 p.m. Mayor Kehlbeck made a presentation to Council Member Harold Smith to thank him for the many years he has spent as a Council Member, and his many contributions to the City. He presented Councilman Smith with a Clock and a Scroll. Everyone wished him the best of luck, success as he smells the roses, and indicated they would truly miss him.
APPROVAL OF MINUTES:
Council Member Simon moved approval of the minutes of the regular City Council Meeting of November 20, 2006; Council Member Zimmerman seconded; passed unanimously. Council Member Smith moved approval of the minutes for the Public Hearing regarding the Cell Tower; Council Member Simon seconded; passed unanimously on a roll call vote.
COMMENTS FROM CITIZENS:

POLICE REPORT:
Chief Wilson presented the police report and provided the Council with an update that US Highway 42 westbound lanes would reopen in the next couple of hours. He also told the Council the Police are making progress in the graffiti investigation.
NEW BUSINESS:
Mayor Kehlbeck introduced Mr. Bill Talley, CPA, of Richardson, Pennington & Skinner PSC, the City's outside independent auditor. Mr. Talley said it is the auditor's opinion there are no problems with the city's accountability and, further, that the City of Prospect is financially in excellent shape. He detailed the income and balance sheets for Council Members. Council Member Eberle moved acceptance of the Auditors Report; Council Member Simon seconded; passed unanimously on a roll call vote.
Council Member Eberle wished to thank Mayor Kehlbeck for what he has done in the past six months, getting our finances reviewable on a monthly basis. Council Zimmerman also thanked Mayor Kehlbeck for his extremely hard work and getting things in shape for the next term. Council Members and those in attendance applauded Mayor Kehlbeck and thanked him for a job well done.
EXECUTIVE SESSION:
Mayor Joe Kehlbeck called for executive session to discuss legal matters. Council Member Eberle seconded; passed unanimously.
The Council went into Executive Session at 8:05 p.m.
ADJOURNMENT:
Council Member Simon moved adjournment; Council Member Zimmerman seconded; passed unanimously. No action was taken.
Mayor Kehlbeck declared the meeting adjourned at 8:30 p.m.
