SPECIAL CITY COUNCIL MEETING

ATTENDANCE:
Present: Mayor Todd Eberle; Council Members Loretta Ertel, Sandra Leonard, Stuart Miles, Mike Scott and Sandy Tucci (Council Member Alan Simon arrived at 6:35 p.m.); City Attorney Grover Potts; City Administrator Ann Simms; Police Chief Marvin Wilson; Recording Secretary Holly Clark; Court Reporter Rose Mary Kithcart.
Mayor Eberle called the meeting to order at 5:04 p.m.
MEETING PURPOSE AND OPENING COMMENTS:
The Special City Council Meeting was called by Mayor Todd Eberle for the purpose of reviewing Ordinances 513, 514 and 515, Series 2011 all of which were introduced on First Reading at the May 16, 2011 City of Prospect Regular City Council Meeting. Ordinance 513 is noted as An Ordinance Establishing a Budget for the General Fund of the City of Prospect for the Fiscal Year Beginning July 1, 2011 and Ending June 30, 2012. Ordinance 514 is noted as An Ordinance Establishing a Budget for the Municipal Road Aid Fund of the City of Prospect for the Fiscal Year Beginning July 1, 2011 and Ending June 30, 2012. Ordinance 515 is noted as An Ordinance Establishing an Ad Valorem Tax Rate for the City of Prospect.
Mayor Eberle opened the meeting by thanking the Jefferson and Oldham County Property Valuation Administrators Offices, the Kentucky Department of Insurance, the City's municipal banking advisors Republic Bank, the Kentucky League of Cities Insurance Services Division, the City's independent insurance brokers Sterling Thompson, the City's accounting firm Mountjoy Chilton Medley, and the City's audit firm Richardson, Pennington and Skinner for the information provided and advice given throughout the budget preparation process. He also expressed his sincere appreciation to City Attorney Grover Potts, City Police Chief Marvin Wilson, Deputy City Clerk for Finance Debra Skaggs, City Administrator Ann Simms and the City of Prospect Budget Committee for their dedication, hard work and commitment to this year's budget process. The proposed 2011-2012 City Budget is presented as a balanced budget of $2,876,200 in both revenues and expenses.
Mayor Eberle outlined the sequence and procedure for the meeting. First, the members of the City Council will make statements or comments concerning the proposed budget. That will be followed by comments from citizens and others in attendance at the meeting. That segment will in turn be followed by additional comments, discussion and amendment proposals to the 2011-2012 Budget from members of the City Council.
Council Members Ertel, Miles and Tucci each noted that they had reviewed the budget proposal and felt it to be a well-considered and workable budget. Council Members Leonard and Scott noted that they had some reservations concerning the budget which they would like to present after public comment is received. Discussion followed concerning, among other issues, amounts budgeted for reserves and community celebrations.
CITIZEN COMMENTS:
Several citizens addressed the Council on a variety of concerns regarding the 2011-2012 fiscal year budget. All members of the City Council, City Attorney Grover Potts, City Administrator Ann Simms and Mayor Todd Eberle participated in the discussions. Issues raised included anticipations of property tax and insurance premium tax revenues, levels of reserve funds, property tax assessments and reassessments in the current economy, revenues from sale of city property interests, property tax rates, interest income and fireworks expense.
COUNCIL COMMENTS AND BUDGET AMENDMENTS:
Council Members commented and made inquiries regarding anticipated revenues, reserve funds, staff salary increases, police patrol cars, long-term city contracts and bid processes, street lighting, and Prospect's image as a suburban city.
At the conclusion of the discussions, Mayor Eberle called for any amendments to the proposed 2011-2012 City of Prospect Budget Ordinance. No amendments were proposed. The 2011-2012 City of Prospect Budget Ordinances 513, 514 and 515, Series 2011 were moved to second reading to be held at the June 18, 2011 Regular City Council Meeting.
ADJOURNMENT:
There being no further action to come before the Council, Council Member Loretta Ertel moved to adjourn. Council Member Sandy Tucci seconded. Motion passed unanimously on a voice vote. Mayor Eberle declared the meeting adjourned at 9:02 p.m.
